vtiger_block, vtiger_tab and tabdata.php

Hi,

I have created a new tab and a few blocks to show an edit/create form on toubletickets timecards and I have a few questions.

Can I get a fixed tabid for this or do I have to create code to insert correct rows into database on each installation?
Same question for blocks, I have created 3 blocks, do I put any blockid I want or do I have to create them dinamically?
What is the tabdata.php script for? Shouldn't we have these values only once in the database and consult them there? Why do I have to insert a row in the database and then update the tabdata file?
