Problem with Global Privileges - View All

I have noted a side effect when allowing Global Privileges - View All access in that I cannot turn off access to unused modules. We need View All access as our team needs to be able to view Account History of other users regardless of their Profile. The problem is Global - View All access allows access to the Report module which allows the Exporting of data. If I try to turn off a module access in the Profile, the Profile is no longer a "View All" Profile. This should be looked at.

This is also a major problem as my users now have back door access to dump data out of the database. This is not good when you are trying to keep your client data secure!

Does anyone have a solution to allow Global Privileges - View All access while limiting access to the Report module? Is there a way to totally disable the Report module?
