This cannot be done without programming it in.
If this doesn't happen much, I would suggest that you setup an email list that contains all the people that should be informed.
We are now finishing an open source extension to optimize the emails sent by vtigerCRM (forge autoemail). With a little customization we could easily get this extension to cover your needs.
