turkish language problem

hi
I install vtiger 5.0.3 and turkish language pack but vtiger doesn't support some turkish letter like ş ,i,ç,ö,ü,
they seem like somtimes " ? " and somtimes something else
i tried iso-8859-9 and utf-8 but didnt work
i unstall 5.0.4 it worst than 5.0.3 because letter become something polish i don't now

please help me
