It made its way into a Trac enhancement ticket here-> http://trac.vtiger.com/cgi-bin/trac.cgi/ticket/4067
Unfortunately this is a showstopper issue for us right now in using vTiger for coordinating talks for user groups - 99% of the groups in our system have recurring events based based on schedules like "3rd Tuesday of the month." Currently vTiger only supports the "1st and last something of the month." Functionality of this recurring scheduling featue should mimic the way Google Calendar handles it. If this is a painful problem for anyone else, please chip in and up the bounty so we can get this fix expedited.
