Is there a Japanese Language pack available. if not can I contribute to creation of the pack and if yes, how?

You can refer the procedure mentioned below to contribute a language pack:

To participate in your favorite translation project, drop a mail to the respective language pack maintainer.(mentioned in the above link)
If the particular language pack is not available, you can start your own translation pack at http://vtigerforge.com .
